Insider access.
If you have been given the insider name and password, this puts the download button back on the release page and signs the link so the download server will serve it to you. It is not a Tessera account and it is not related to one: it will not work on the sign-in page, and your account will not work here.
No password? Ask for an invite instead.
This is a shared password, so treat it as one.
Everybody who has it is indistinguishable from everybody else who has it, and there is no per-person record of who downloaded what. The download server now refuses installer bytes to anyone without this credential or a link signed by it, and a signed link lasts about half an hour — so a forwarded link expires rather than becoming public. For as long as it lasts, though, whoever holds it holds it. Rotate the password when somebody leaves, and check the SHA-256 published on the release page against what you downloaded.
Please do not forward the link or the password. Point people at the invite form, which is there so that we know who has a build when something breaks in it.
